GENERAL DESCRIPTION
Reporting to the Safety Officer, the Disaster/Emergency Preparedness Coordinator is responsible for the planning, development, coordination, technical assistance, review and evaluation functions of the Disaster/Emergency Preparedness Program of the Lyndon B. Johnson Tropical Medical Center (LBJTMC). The Disaster/Emergency Preparedness Coordinator coordinates an integrated emergency strategy, works to develop and maintain internal partnerships, creates and oversees disaster/emergency plans and projects, and works within the framework of established disaster/emergency preparedness standards to ensure the LBJTMC maintain a high state of preparedness through vigilance, coordination and operational readiness; and to perform related work as assigned.
Selectee serves as an assistant to the Safety Officer and participates as an active member of the LBJTMC environment of care functions.
Work is performed under the general supervision of the Safety Officer or other higher level administrator.
DUTIES AND RESPONSIBILITIES
The following duties are most critical for this position. These are not to be construed as exclusive or allinclusive. Other duties may be required and assigned
- Maintains emergency preparedness core LBJTMC competencies by participating in preparedness assessments, training, exercises, and assists in emergency response.
- Coordinates an ongoing preparedness process with internal and external partners to respond to any disasters/emergencies.
- Assist with reviews and updates to the LBJTMC Emergency Operations Plan (EOP) annually.
- Coordinates staff competency assessments and preparedness training plans; develops and conducts training sessions.
- Plans, implements, and evaluates disaster/emergency preparedness drills and exercises.
- Develops and implements corrective action plans based on exercise and real event evaluations.
- Develops and implements an internal outreach strategy for preparedness activities.
- Completes required assessments and reports to fulfill preparedness CMS deliverables and reporting requirements.
- Assesses hospital wide readiness and conducts outreach, education, and marketing activities to increase staff and departmental preparedness.
- Assists with development and monitoring of disease surveillance systems, epidemiological studies and outbreak investigations.
- Incorporates quality improvement, strategic planning and performance management concepts and skills into preparedness activities.
- Maintains regular and predictable attendance, works overtime/extra hours as required.
REQUIRED OR PREFERRED KNOWLEDGE AND SKILLS
- Ability to transport self to the hospital on demand.
- Ability to collaborate and build consensus with internal and external stakeholders.
- Ability to lead preparedness projects, strategically plan and deliver plans and reports within project deadlines.
- Ability to present information to a variety of groups.
- Ability to make staff and leadership level presentations.
- Ability to communicate with persons from diverse backgrounds both orally and in writing demonstrating cultural competence.
- Knowledge of internal and external emergency management principles, emergency preparedness goals and objectives.
- Ability to prioritize tasks and work on multiple projects simultaneously.
- Ability to utilize basic word processing; data management; and other computerized information systems, power point, and state and federal preparedness alerting, reporting and training data systems.
- Ability to lift, carry, push, pull and move objects up to 70 pounds, understanding and utilizing proper body mechanics.
- Knowledge of applicable CMS, federal and local laws regarding disaster/emergency management.
- Depth knowledge of emergency response and recovery operating system as established in the Emergency Operations Plan.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE:
- Either (a) Experience* in occupational health and safety or a related field and ten to fifteen years experience where the primary function of the position involved disaster/emergency management, patient safety, or quality assurance/improvement functions at a hospital, or 5 years of which involved significant responsibility for disaster/emergency preparedness programs and the supervision of staff; or
- (b) High School Diploma* and eight years of experience as described in (a) above.
SUBSTITUTION:
- (*)Satisfactory completion of credible training(s) in National Incident Management System (NIMS) such as ICS and/or HICS, Homeland Security preparedness trainings, Occupational Health & Safety, National Fire Protection Association (NFPA), HazMat, or a related field may be substituted on a year for year basis for the general experience above. There is no substitution for the five years experience in a hospital facility.
